SESRIC participated virtually in the Meetings of International Forum on Total Official Support for Sustainable Development (TOSSD) held in hybrid format on 13–16 October 2026 in Lima, Peru. The programme included the 3rd General Assembly Meeting of the International Forum on TOSSD (IFT) on 13–14 October, the 7th Meeting of the Steering Group on 14–15 October, and the 3rd Meeting of the Statistical Working Group (SWG) on 16 October 2026.
The Meetings were held back-to-back and brought together the Forum members and stakeholders to discuss methodological developments, reporting practices, data quality, and strategic priorities for strengthening TOSSD as an international framework for measuring officially supported resources for sustainable development.
The 3rd General Assembly Meeting addressed key institutional and strategic matters, including updates to the Forum’s Terms of Reference, the IFT Budget and Work Plan for 2027–2030, and priorities for the coming years. Discussions also covered the study on enhancing data on refugee financing flows in low- and middle-income countries, the implementation of the Recipient Data Review Mechanism, peer learning on data collection and quality assurance, and the use of AI to improve development finance data.
The 7th Meeting of the Steering Group addressed several methodological and strategic issues, including biodiversity-related expenditures, the inclusion of Special Drawing Rights (SDRs) in TOSSD, and the operationalisation of the sustainability test. Other discussions focused on export credits and trade finance, tracking global commitments through TOSSD data, and exploring the alignment of private sector flows with sustainability frameworks through a pilot with the UN Global Compact. The Steering Group also considered opportunities to strengthen partnerships and position the Forum within the evolving financing for development landscape, including through engagement with the UN Economic and Social Council’s Development Cooperation Forum.
The 3rd Meeting of the Statistical Working Group (SWG) focused on methodological guidance and reporting practices aimed at improving the coverage, consistency, and quality of TOSSD data. Key topics included the treatment of balance of payments support, reporting on peacekeeping operations, the use of the direct provider spending code, and the reporting of core contributions to the International Atomic Energy Agency (IAEA). The meeting also examined the level of aggregation in TOSSD reporting, the application of modality sub-codes to capital subscriptions of multilateral development banks, the harmonisation of reporting on core contributions to the multilateral system, and the use of user-defined keywords.
Through its participation in the meetings of the IFT, SESRIC continues to contribute to international efforts to strengthen the measurement, transparency, and reporting of development finance. As a founding member of the Forum, SESRIC remains committed to supporting methodological cooperation and capacity-building initiatives that enhance the availability and quality of development finance data and promote evidence-based policymaking for sustainable development in OIC Member Countries.
